In a post on the official blog, Bethesda has announced that changes to Fallout 76's Perk Card system will arrive with the Gleaming Depths update this December. The update will modify 24 Perk Cards, reducing rank requirements and adjusting effects to improve weaker options.

"We aim to boost underperforming cards and make them more interesting and easier to add to player builds," the developer stated. The changes will reduce the number of ranks needed for many cards while introducing new scaling effects based on Special attributes.

Several combat perks will receive revisions. Ricochet will move to a single rank, offering a Luck-based chance to reflect 100 per cent of ranged attack damage while reducing incoming damage by 50 per cent, and the effect will double for Power Armor users. Serendipity will provide an Evade chance while under 30 per cent health, with cooldowns varying by armor type.

Weight management perks will see streamlined progression. Batteries Included, Ordnance Express, and Thru-Hiker will now offer 45 per cent reduction at rank one and 90 per cent at rank two. These changes will require fewer perk points for maximum effect.

The update will also reposition several perks between Special attributes. Bloodsucker will shift from Charisma to Endurance and gain additional Cannibal synergy. Cap Collector will move to a single rank and scale rewards with Luck, now affecting both containers and corpses. First Aid will scale Stimpak healing with Intelligence and affect Stimpak Diffusers.

A new team-focused raid will also launch alongside the Perk Card changes with the update.
